The global auto business was built on the idea that scale could overcome borders. A platform developed in one region could be adapted elsewhere, suppliers could serve multiple continents, and technology investments could be spread across millions of vehicles. Stellantis CEO Antonio Filosa now sees that model being tested.
Speaking to analysts on September 10, Filosa described an increasingly clear divide between the United States and the rest of the automotive world. His point was not simply about tariffs. Different rules on emissions, electric vehicles, Chinese technology, sourcing and industrial policy are forcing automakers to make fundamentally different decisions depending on where a vehicle will be sold. For Stellantis, owner of brands including Jeep, Ram, Dodge, Fiat and Peugeot, managing those competing realities is quickly becoming one of its biggest strategic challenges.
Filosa’s “Two Worlds” Comment Was More Than a Sound Bite
Filosa told analysts that the global market has effectively separated into the United States on one side and the rest of the world on the other. He identified one of the central problems facing large multinational manufacturers: vehicles developed for American customers increasingly have to satisfy a set of political, regulatory and commercial conditions that differ substantially from those in Europe and other international markets. Stellantis is therefore relying on domestic engineering and development for its U.S. products while taking a different approach elsewhere.
That distinction matters because Stellantis was designed as a global company. Its portfolio spans American brands such as Jeep, Ram, Dodge and Chrysler alongside Fiat, Peugeot, Citroën, Opel and other European names. Traditionally, global scale creates opportunities to share platforms, parts, engineering and purchasing power. Filosa’s comments suggest that those advantages now have limits. A company can still share technology where regulations permit, but political boundaries are beginning to shape engineering decisions almost as much as consumer preferences. In that environment, a vehicle that makes strategic sense in Madrid or Paris may no longer fit the assumptions governing Detroit.
The U.S. Remains Too Important for Stellantis to Treat as Just Another Region
The American side of that divide carries disproportionate financial importance for Stellantis. Filosa described the United States as the company’s main profit engine, and recent results show why management is giving North America so much attention. Stellantis reported second-quarter 2026 net revenue of €43.5 billion, up 13% from a year earlier. North American revenue jumped 32%, while revenue in Enlarged Europe was essentially flat. The company also recorded its fourth consecutive quarter of year-over-year sales growth in North America.
That recovery comes with a significant trade-policy bill. Stellantis estimated in July that its full-year 2026 net tariff headwind would total roughly €1.0 billion to €1.2 billion. First-half net tariff costs were about €300 million even after accounting for a €400 million tariff refund. Those numbers make trade policy a balance-sheet issue rather than an abstract political debate. A change in where a transmission, battery component or finished vehicle crosses a border can alter profitability. For a manufacturer trying to rebuild margins, preserving U.S. earnings while limiting tariff exposure becomes a powerful reason to localize engineering, sourcing and production.
Washington Is Building an Automotive Rulebook With an Increasingly High Fence
The American market is diverging not only because of tariffs but because Washington has changed how it approaches vehicle technology and electrification. The Trump administration announced a reset of U.S. Corporate Average Fuel Economy standards in December 2025, arguing that the previous trajectory placed too much pressure on manufacturers to shift toward electric vehicles. Federal consumer tax credits worth as much as $7,500 for new qualifying EVs and $4,000 for qualifying used EVs had already expired on September 30, 2025.
At the same time, the United States has erected substantial barriers around China-linked connected-car technology. Commerce Department rules prohibit certain transactions involving connected-vehicle software or hardware with sufficient links to China or Russia. Restrictions affecting covered software and manufacturers with specified Chinese or Russian connections begin with model year 2027, while covered hardware restrictions reach model year 2030. Put together, those policies create an unusual American combination: more freedom for automakers to sell combustion-powered vehicles while simultaneously tightening restrictions on where advanced connected-vehicle technology can originate. That helps explain why Filosa sees U.S. product development becoming more self-contained.
Europe Is Still Pushing Automakers Toward a Much More Electrified Fleet
Europe is moving in a different direction even as regulators provide automakers with additional flexibility. Current European Union rules require manufacturers to reduce average new-car and van emissions for 2025 through 2029 relative to the 2021 baseline. Compliance for 2025, 2026 and 2027 can now be averaged across the three-year period, allowing a manufacturer that misses its target one year to compensate with stronger performance during another.
The European Commission has also proposed modifying the longer-term framework. Its December 2025 automotive package would replace the previous 100% tailpipe-emissions reduction requirement for new cars from 2035 with a 90% reduction, with the remaining emissions addressed through mechanisms involving measures such as low-carbon European steel, e-fuels or biofuels. Even with that proposed flexibility, Europe retains a much stronger structural signal toward electrification than the United States. Battery-electric vehicles accounted for 20.7% of EU new-car registrations during the first half of 2026, up from 15.6% a year earlier. For manufacturers, that means European engineering programs must continue prioritizing EV cost, efficiency and compliance even as American programs can lean more heavily into combustion and hybrid products.
The Latest EV Sales Numbers Make the Regional Split Visible
Consumers are already producing dramatically different sales curves. Benchmark Mineral Intelligence data reported in September showed global sales of battery-electric and plug-in hybrid vehicles rising just 2% year over year in August to 1.83 million units. Beneath that relatively modest global increase was an extraordinary regional divide. European sales climbed 36% to about 380,000 vehicles, while North American sales fell 33% to roughly 140,000.
The comparison is particularly striking because North American EV demand a year earlier had been inflated by U.S. buyers racing to secure federal incentives before they expired. Europe, meanwhile, continued receiving support from subsidy programs in major markets. Sales outside China, Europe and North America jumped 97% in August to about 290,000 vehicles, reinforcing another part of Filosa’s argument: “everywhere else” is not one homogeneous market either. Growth opportunities are appearing across multiple regions, often under policy conditions quite different from those in Washington. A global manufacturer must therefore prepare for gasoline-heavy demand in one major market, rapidly expanding EV demand in another and still different affordability requirements in emerging economies.
Leapmotor Shows How Stellantis Plans to Compete Outside the U.S.
Stellantis’ relationship with China’s Leapmotor provides perhaps the clearest example of its non-U.S. strategy. Stellantis acquired approximately 21% of Leapmotor in 2023 and created Leapmotor International, a joint venture owned 51% by Stellantis and 49% by Leapmotor. The venture holds rights to sell and manufacture Leapmotor products outside Greater China. By the end of 2025, the operation had expanded to more than 850 European sales and service locations and recorded more than 40,000 shipments in Europe during that year.
The partnership is becoming increasingly industrial rather than simply commercial. Stellantis and Leapmotor announced plans in May 2026 to explore production of the Leapmotor B10 at Stellantis’ Zaragoza plant in Spain, while also considering deeper purchasing cooperation and additional manufacturing activity in Madrid. The objective is straightforward: combine Chinese EV technology and supply-chain economics with European manufacturing capacity and Stellantis’ distribution network. Filosa has emphasized that these partnerships are not being used to develop Stellantis vehicles for the U.S. market. That separation allows the company to tap Chinese technology where politically and commercially viable without automatically importing the same model into America.
Dongfeng Reinforces the Same Strategy on a Larger Geographic Scale
Leapmotor is not an isolated experiment. In May 2026, Stellantis and Dongfeng announced an expansion of a relationship that has lasted more than three decades. Their plans include strengthening the Dongfeng Peugeot Citroën Automobile joint venture and producing new Peugeot and Jeep models in China for both domestic customers and exports. The companies also signed a strategic cooperation agreement and outlined additional opportunities to collaborate in areas such as engineering, manufacturing and sourcing.
That approach reflects the reality facing established Western manufacturers in China. Chinese automakers have become major competitors in batteries, electric drivetrains, software and affordable EV manufacturing. Simply attempting to recreate every capability internally would demand enormous amounts of capital and time. Partnerships give companies such as Stellantis another option: combine a Chinese partner’s technology or cost base with existing brands, factories and dealer networks. In Europe and other international regions, that can potentially lower development costs and speed up launches. In the United States, however, similar arrangements can create political exposure. The same partnership that looks like an efficiency strategy in one capital can look like a national-security problem in another.
Ford’s China Dispute Shows Why Automakers Are Becoming More Cautious
Stellantis does not have to guess how Washington might react to deeper Chinese ties. Ford has already become a prominent example. In September, U.S. Transportation Secretary Sean Duffy criticized Ford over relationships involving Chinese battery company CATL and automakers Geely and BYD, arguing that the connections raised national-security concerns. The administration also objected to Ford continuing production of the Lincoln Nautilus in China and questioned the company’s broader strategy toward Chinese partnerships.
Ford pushed back, arguing that its CATL arrangement supports American battery manufacturing at a Ford-controlled U.S. plant. Yet the dispute illustrates the political risk Filosa is describing. A partnership can involve licensed technology rather than foreign control and still attract scrutiny. U.S. lawmakers and major automakers have also been discussing tighter restrictions on Chinese vehicles and technology entering the American market. For multinational manufacturers, the practical lesson is becoming difficult to ignore: cooperation that improves competitiveness in Europe may have to remain organizationally and technologically separated from U.S. operations. That separation can protect market access, but it also makes the traditional concept of one globally integrated automaker harder to sustain.
Running Two Automotive Worlds Could Become Expensive—But Necessary
The industry’s next challenge may be paying for this fragmentation. Shared global platforms historically allowed manufacturers to spread research, engineering, tooling and supplier costs across enormous production volumes. When regulations or security rules force companies to create region-specific software, batteries, powertrains, supply chains or engineering organizations, some of those scale benefits disappear. A part designed around a Chinese supplier ecosystem may need a different counterpart for an American vehicle. An EV-heavy European product plan may require different investments from a U.S. lineup where hybrids, pickups and combustion engines remain crucial.
Stellantis appears to be responding by combining localization with selective partnerships. Its broader 2026 strategy emphasizes alliances that can share development costs, improve purchasing power and use existing factories more efficiently. That model could become increasingly common across the industry: localize sensitive technology where governments demand it, while using international partners where rules still allow collaboration. Filosa’s “U.S. and everywhere else” description therefore captures something larger than one company’s product plan. The auto industry is not becoming less global because companies suddenly prefer isolation. It is becoming more regional because policy, technology and geopolitics increasingly make a single global strategy impractical.
