Toyota Says Factory Automation Push Could Require 400,000 Robots and $6.4 Billion a Year

A factory modernization program can sound routine until the numbers reach Toyota scale. The Japanese automaker has estimated that accelerating automation across its manufacturing network could eventually require roughly 400,000 robots and annual spending of about 1 trillion yen, or approximately US$6.4 billion, beginning in 2028.

The figures point to something larger than simply adding more robotic arms to assembly lines. Toyota is considering industrial robots, automated logistics equipment and eventually more sophisticated machines designed to work alongside people. The estimate also stretches beyond Toyota’s own factories to group companies and major suppliers. Importantly, it is not yet a firm investment commitment. Instead, it offers a glimpse of how dramatically one of the world’s largest manufacturing systems may have to change as Japan confronts labour shortages, aging infrastructure and an increasingly technology-driven auto industry.

The 400,000-Robot Figure Is an Estimate, Not a Purchase Order

Toyota presented the enormous figure to investors as an estimate of what a broader manufacturing modernization effort could require. Roughly 400,000 robots would be needed across Toyota, group companies and major suppliers, while estimated annual spending could reach 1 trillion yen beginning in 2028. The proposed robot population would not consist solely of humanoid machines walking around assembly plants. It would include replacements for existing equipment, new industrial robots and equipment supporting automated logistics, along with both humanoid and non-humanoid systems. That distinction matters because Toyota already operates highly automated manufacturing facilities, meaning a significant part of the potential spending would involve renewing, connecting and upgrading machinery rather than building automated factories entirely from scratch.

Toyota has also stopped short of turning the estimate into a firm multiyear spending program. The company has not said that the entire 1 trillion yen will definitely be spent each year, nor has it specified how many years such spending could continue. That makes the numbers better understood as an indication of the potential scale of Toyota’s automation requirements. For factory employees, suppliers and robotics companies, however, even an estimate of this magnitude is significant. A modernization effort spread throughout Toyota’s manufacturing ecosystem could generate demand not merely for robots, but also for sensors, software, controllers, material-handling equipment, maintenance expertise, safety systems and engineers capable of connecting all those technologies without disrupting vehicle production.

Japan’s Shrinking Labour Pool Makes Automation More Urgent

Toyota’s automation calculations are arriving against a demographic backdrop that is particularly difficult for Japanese manufacturers. Japan’s Statistics Bureau estimated the country had approximately 73.29 million people between the ages of 15 and 64 in August 2026, about 265,000 fewer than a year earlier. At the same time, the population aged 65 and older stood at roughly 36.2 million. Those figures illustrate a structural challenge that manufacturers cannot easily solve through ordinary recruitment. Factories still need people capable of maintaining equipment, managing production quality and preserving specialized manufacturing knowledge even as the pool of available workers becomes progressively tighter.

Japan’s government has increasingly treated automation as part of the response. The Ministry of Economy, Trade and Industry has emphasized AI, digital technologies and long-term growth investment as priorities for maintaining manufacturing competitiveness. It has also described Japan as a labour-supply-constrained economy where productivity improvements are becoming increasingly important. For Toyota, that gives automation two purposes. Robots can perform repetitive, physically demanding or difficult-to-staff jobs, while the remaining workforce can concentrate on troubleshooting, quality control and more complicated tasks. The goal is therefore not simply to build cars with fewer people. It is also to make an enormous manufacturing network sustainable when hiring enough people for every traditional factory role becomes progressively harder.

The Scale Would Be Extraordinary Even in Robot-Heavy Japan

Japan already operates one of the most automated industrial economies in the world, making Toyota’s estimate particularly striking. International Federation of Robotics data show that about 450,500 industrial robots were operating across Japan in 2024. Japanese companies installed approximately 44,500 new industrial robots that year, keeping Japan the world’s second-largest industrial robot market behind China. The country is also a major producer of the machines themselves. In the automotive industry alone, Japanese factories installed about 13,000 industrial robots during 2024, an 11% increase from the previous year and the highest level recorded in five years.

Toyota’s estimated 400,000 machines cannot be directly compared with those national figures because the definitions, deployment period and types of robots involved are different. Toyota’s number also stretches across group companies and suppliers and includes replacements for equipment already operating. Even with those qualifications, the comparison shows the potential scale of the transformation. Japan’s automotive industry already had roughly 1,531 industrial robots for every 10,000 employees in 2023, according to the robotics federation. Toyota is therefore looking at automation from an unusually advanced starting point. The next challenge is less about introducing robots for the first time and more about expanding automation into processes that have historically remained difficult to mechanize economically or flexibly.

Humanoid Robots Are Only the Most Visible Part of the Shift

Humanoid machines inevitably attract attention because they resemble workers more than conventional industrial robots do, but Toyota’s estimate includes a much broader collection of technologies. Traditional robotic arms remain highly effective for predictable processes such as welding, painting and component handling. Automated logistics systems can move parts through factories without requiring a worker to drive every load from one station to another. Humanoid machines could eventually become useful where factories were designed around human bodies and where rebuilding an entire production area around fixed automation would be expensive. Toyota has identified future human-robot collaboration as one possible component of its automation strategy, but it has not suggested that hundreds of thousands of humanoids are about to appear on production lines.

Toyota is hardly alone in exploring the technology. Hyundai Motor Group plans to begin deploying Boston Dynamics’ Atlas humanoid robots at its Georgia manufacturing operations in 2028, initially for parts-sequencing work before potentially expanding their roles. BMW has already generated real factory data. A Figure 02 humanoid used during a 10-month program at BMW’s Spartanburg plant helped support production of more than 30,000 X3 vehicles, moving more than 90,000 components during roughly 1,250 operating hours. Those deployments show why automakers are interested, but they also demonstrate the gradual nature of adoption. Humanoids are being tested process by process rather than immediately replacing conventional factory automation.

Toyota’s Own Production Philosophy Keeps People at the Centre

A massive robotics program might seem at odds with Toyota’s famously people-intensive approach to manufacturing, but automation has been embedded in the Toyota Production System for generations. One of its two foundational concepts is jidoka, commonly described by Toyota as “automation with a human touch.” Machines are designed to detect abnormalities and stop rather than continue producing defects. That allows workers to concentrate on solving problems instead of constantly supervising equipment. Toyota also argues that work should first be understood and improved before it is automated, because simply mechanizing an inefficient process can preserve the inefficiency rather than eliminate it.

That philosophy is important when considering what 400,000 robots could mean for employment. Toyota itself emphasizes that machines cannot independently perform the continuous improvement, or kaizen, on which its production system depends. Human judgment remains necessary to diagnose problems, redesign processes and improve quality. Toyota has reinforced that approach with its Global AI Accelerator, which includes manufacturing and robotics among its initial areas of focus and is intended to improve worker productivity as well as support new products. The automation push therefore appears less like a departure from Toyota’s traditional production philosophy than an attempt to update it for factories increasingly filled with AI-enabled machinery, autonomous logistics and collaborative robots.

Major Suppliers Could Face Their Own Automation Challenge

One of the most significant details in Toyota’s estimate is that it extends beyond Toyota Motor itself. Group companies and major suppliers are included in the potential 400,000-robot requirement, reflecting how tightly the Toyota Production System connects vehicle assembly plants with businesses producing components and materials. Toyota notes that a vehicle contains more than 30,000 parts and that many of those parts are produced by business partners rather than Toyota alone. Modernizing a final assembly plant therefore has limited value if critical components continue to depend on older, labour-intensive production processes elsewhere in the chain.

Rolling automation across such a network could also be more complicated than installing new equipment inside Toyota’s largest factories. Japan’s Ministry of Economy, Trade and Industry has acknowledged that many smaller companies struggle to adopt robots because they lack specialized knowledge, experienced personnel or production environments designed for easy automation. That is one reason the government has established programs aimed at helping regional businesses adopt robotics. Toyota’s largest suppliers have substantial engineering resources, but modernization can still require expensive redesigns of equipment, software and workflows. If Toyota eventually moves forward at the scale being considered, the transformation could therefore ripple through machine builders, component manufacturers, logistics providers and robot-system integrators well beyond Toyota’s own payroll.

Installing the Robots May Be Easier Than Integrating Them Safely

Buying hundreds of thousands of machines would only be the beginning. Industrial robots have traditionally been easiest to use when people can be physically separated from them. Newer collaborative and humanoid systems are intended to operate much closer to employees, creating more complicated questions involving collision prevention, task allocation, ergonomics, reliability and human trust. International safety standards were updated in 2025 to address the design of industrial robots and the integration of complete robotic applications. Recent academic reviews of human-robot collaboration have similarly identified safety, worker acceptance, task allocation and system complexity as continuing challenges as factories move toward closer cooperation between humans and machines.

Real-world automotive programs show how practical those problems can become. BMW said its humanoid pilot in South Carolina generated useful manufacturing results but also required lessons involving safety barriers, production IT infrastructure and improved communications coverage. Toyota would encounter those issues on a vastly larger network if its automation ambitions materialize. A robot that performs perfectly in a demonstration still has to function reliably through long production shifts, model changes, maintenance cycles and unexpected factory conditions. That is why the most important number may ultimately not be 400,000. The larger test will be whether Toyota can deploy automation at extraordinary scale while preserving the quality, flexibility and constant human-led improvement that made its production system influential in the first place.
