Canadian Auto-Supply Firm Neo Moves Rare-Earth Magnet Plant Into Commercial Production

A Canadian materials company has crossed an important line in Europe’s effort to build a rare-earth supply chain outside China. Toronto-headquartered Neo Performance Materials says its permanent-magnet factory in Narva, Estonia, has entered commercial production and begun shipping sintered rare-earth magnets to a Tier 1 electric-vehicle traction-motor customer.

The milestone matters well beyond one factory. High-performance permanent magnets sit inside electric motors, wind turbines, industrial equipment and increasingly sophisticated automated systems, yet their supply chain remains heavily concentrated in China. Neo spent the past several years moving its Narva operation from construction through sample production and automotive qualification. Commercial deliveries now turn that industrial strategy into an operating supply source, while the company is already preparing a much larger second phase.

Commercial Production Marks a Major Step Beyond Sample Manufacturing

Neo announced on September 14 that its European permanent-magnet facility is now commercially producing and shipping sintered rare-earth magnets. That distinction is significant. The Narva operation had already manufactured substantial quantities of magnets during commissioning and customer qualification, but commercial production means an awarded customer program has cleared the necessary approval process and moved into regular supply. For a plant designed primarily around demanding automotive customers, that represents one of the most consequential milestones since construction began.

The first commercial volumes are going to a Tier 1 supplier of EV traction motors. Neo has not publicly identified that customer in the announcement, but it said it has now secured multiple programs from three Tier 1 motor manufacturers. The company expects two to three customer programs to be commercially producing before the end of 2026, including additional traction-motor and accessory applications. For a relatively new factory, that pipeline provides something nearly as important as machinery on the factory floor: visibility into how the plant could be utilized as vehicle programs ramp.

The First Commercial Magnets Are Going Into EV Traction Motors

Permanent magnets may be small compared with a battery pack or vehicle body, but they can be indispensable to the electric drivetrain. Neo’s first commercial customer is a Tier 1 traction-motor supplier, placing the Narva plant directly inside the automotive production chain. High-performance neodymium-iron-boron magnets are widely used in permanent-magnet motors because their magnetic strength allows engineers to design compact, efficient systems capable of delivering the torque and power expected from modern electrified vehicles.

That technical role helps explain why Neo has repeatedly described traction-motor magnets as one of the industry’s most demanding product categories. Automotive suppliers require consistent magnetic properties, dimensional precision, material traceability and manufacturing quality across large production runs. A magnet that performs correctly as an engineering sample still has to demonstrate that it can be manufactured reliably at automotive volumes. Commercial shipments therefore give Neo something considerably more valuable than another prototype milestone: proof that its European operation has progressed far enough to become part of an active vehicle supply program.

The Road to Production Started With 18,000 Sample Magnets

Narva’s path to commercial production was deliberately gradual. In April 2025, Neo said it had produced and shipped 18,000 assembled sintered-magnet pieces to a Tier 1 traction-motor customer. Those pieces met specified magnetic properties and were destined for installation in traction motors so the supplier and automaker could test their performance. Neo subsequently moved through additional qualification work rather than treating the first shipment as the beginning of mass production.

By February 2026, the plant had produced its one-millionth sintered magnet while supporting several awarded automotive programs. Neo continued shipping qualification material through the first half of the year and reported in August that two to three programs remained on course for commercial launches during 2026. That progression helps put the September milestone in perspective. The factory was physically operating long before commercial volumes began shipping. What changed was the status of the product: Neo had moved from demonstrating that Narva could manufacture automotive-grade magnets to supplying magnets under a commercially launched customer program.

Narva Starts With About 2,000 Tonnes of Annual Capacity

Neo calls the existing Narva configuration Phase 1A. Its stated nameplate capacity is approximately 2,000 metric tonnes of permanent magnets annually. Although tonnage can sound modest beside the volumes associated with steel or battery materials, permanent magnets occupy a very different part of the industrial supply chain. They are specialized, high-value components whose availability can determine whether manufacturers have access to the motors needed for vehicles, robotics, industrial machinery and clean-energy equipment.

The facility was formally inaugurated in September 2025 after being completed in roughly 500 days. The European Union helped finance the development through its Just Transition Fund, reflecting both the strategic importance of magnet manufacturing and Narva’s economic transition. The wider Ida-Viru region has historically depended heavily on Estonia’s oil-shale economy. European officials have presented projects such as Neo’s as a way to pair supply-chain security with new industrial activity. Neo, meanwhile, entered the project with decades of experience in magnetic powders and other rare-earth materials through its Magnequench business.

Neo Is Already Designing a Much Larger Second Phase

Commercial production is beginning before Neo has finished expanding its ambitions for the site. The company is designing Phase 1B, which is intended to lift Narva’s nameplate capacity from roughly 2,000 tonnes to approximately 5,000 tonnes annually. Neo says detailed engineering, facility-layout work, supply-chain planning and advanced equipment procurement are already underway. Long-lead manufacturing equipment is particularly important because specialized machinery can become a bottleneck when magnet producers attempt to expand quickly.

Neo has also put additional capital behind that strategy. In May 2026, the company completed a bought-deal equity offering that generated approximately C$115.1 million in gross proceeds. Management said a significant portion would support growth in magnetics, including advance purchases of equipment for the proposed Phase 1B expansion. The company has not presented the larger plant as merely speculative spare capacity; customer awards and discussions are helping shape the expansion plan. Still, moving from 2,000 to 5,000 tonnes will depend on successful execution, sustained orders and a supply of suitable rare-earth inputs.

The Longer-Term Goal Reaches 20,000 Tonnes a Year

Narva may eventually represent only one part of Neo’s magnet-manufacturing ambitions. In its latest announcement, the company outlined a longer-term roadmap targeting 20,000 metric tonnes of annual magnet production through further global expansion. Neo estimates that output on that scale could represent roughly 10% to 15% of the projected rare-earth permanent-magnet market outside China. The target is not current production capacity, and considerable investment and customer demand would be required before it becomes reality.

The strategy nevertheless shows how the company’s priorities have shifted. Neo has long participated in rare-earth magnetics through powders, specialty materials and bonded magnets, but commercial sintered-magnet manufacturing moves it farther downstream into an especially strategic component. That matters because diversification efforts have often concentrated on opening mines while leaving processing, metal-making and magnet production as weak links. The International Energy Agency warned in its 2026 critical-minerals outlook that announced downstream magnet capacity outside dominant producing countries continues to lag the development of new mining capacity. Building factories is therefore becoming as strategically important as finding deposits.

Neo Is Trying to Connect Magnets With European Rare-Earth Processing

A magnet factory cannot provide genuine supply-chain diversification if its critical inputs remain vulnerable to the same bottlenecks manufacturers are trying to escape. Neo has an unusual advantage in Estonia because it also operates the Silmet rare-earth processing facility in Sillamäe. The company has been working to connect those capabilities more closely with Narva, creating a European chain that stretches beyond final magnet manufacturing.

In April 2026, Neo commissioned a small-scale heavy-rare-earth solvent-extraction line at Silmet. The operation produced separated terbium and dysprosium process solutions from mixed rare-earth carbonate feedstock, with the processing carried out in Europe. Dysprosium and terbium can be particularly important in high-performance magnets designed to retain magnetic properties under demanding temperatures. The line remains much smaller than the commercial-scale separation capacity that would eventually be required for broad Western independence. Even so, it gives Neo experience with another technically difficult stage of the chain while providing a potential foundation for larger-scale processing as magnet output increases.

A French Partnership Adds Recycling to the Supply Strategy

Neo added another piece to its European network at the end of August 2026 through a partnership with French rare-earth technology company Carester. Under a binding term sheet, Neo expects to receive separated dysprosium and terbium oxides from Carester’s Caremag facility in Lacq, France. In return, the companies intend to cooperate on processing and recycling flows that keep valuable rare-earth material circulating within Europe rather than treating manufacturing waste simply as discarded material.

One particularly interesting element involves magnet “swarf,” the material removed during the cutting and finishing of sintered magnets. Neo plans to send recyclable swarf to Carester, which would recover neodymium-praseodymium, dysprosium and terbium oxides for reuse. The companies also envisage Neo processing mixed rare-earth carbonate at Silmet while returning heavy rare-earth material to Carester. It is an example of what a more mature non-Chinese supply chain may look like: not a single mine feeding a single factory, but separation, magnet manufacturing, recycling and specialized processors connected across multiple countries.

China’s Dominance Explains Why Narva Carries Strategic Weight

Neo is expanding into a market in which geographic concentration remains extraordinary. The International Energy Agency estimates that China accounted for about 60% of global mined production of magnet rare earths in 2024, about 91% of refining and roughly 94% of sintered permanent-magnet production. That concentration became more than a theoretical concern when Chinese export controls on heavy rare earths disrupted downstream manufacturers and contributed to production difficulties in sectors including automotive manufacturing.

The European Union has made diversification an explicit policy goal. Its Critical Raw Materials Act establishes 2030 benchmarks that include processing at least 40% of the EU’s annual strategic-raw-material consumption domestically, recycling 25%, and limiting dependence on any one third country to no more than 65% at relevant stages of the supply chain. Those targets remain difficult. The European Commission said when Narva opened that more than 90% of magnets imported into the EU came from China. A 2,000-tonne plant does not eliminate that dependence, but commercial output gives Europe additional qualified production that did not previously exist at comparable scale.

A Canadian Company Is Becoming Part of Europe’s Industrial Strategy

Neo remains distinctly Canadian even though the magnet factory sits thousands of kilometres from Toronto. The company is headquartered in Ontario and trades on the Toronto Stock Exchange, while Canada’s Export Development Canada has supported the Narva project through a loan facility of up to US$50 million for construction and commissioning. European institutions also contributed public support, making the plant an example of allied countries using financing, industrial policy and private capital to build supply chains across borders rather than attempting to reproduce every stage domestically.

That combination may ultimately be as important as Narva’s immediate production numbers. China’s rare-earth industry was built through decades of accumulated expertise, infrastructure, customer relationships and scale, advantages that cannot be recreated by opening one Western factory. Neo still has to ramp output, launch additional programs, control costs and secure reliable raw materials as it expands. Yet commercial shipments mean the project has moved beyond speeches, subsidies and construction plans. Magnets made at a Canadian-owned operation in Estonia are now entering an actual automotive supply chain — a small physical component carrying unusually large industrial and geopolitical significance.
