Quebec’s lithium ambitions are moving from resource potential to industrial scale. Elevra Lithium has outlined a staged expansion of its North American Lithium operation in La Corne that would lift average annual post-expansion spodumene concentrate production to 373,000 tonnes, nearly twice the output projected for the mine without the expansion. The plan arrives as governments and manufacturers compete to secure battery materials closer to home, while lithium markets remain volatile enough to punish high-cost projects. Elevra’s proposal stands out because it expands an operating mine rather than starting from scratch, using existing infrastructure, a funded capital plan and a reserve-backed production schedule. If the three-stage build performs as designed, Quebec would gain a larger role in a North American supply chain that is still trying to reduce its exposure to heavily concentrated global battery-material production.
A Near-Doubling of Lithium Output
The headline number is substantial: Elevra’s pre-feasibility study targets average annual post-expansion production of 373,000 tonnes of spodumene concentrate grading 5.4% lithium oxide. That compares with 199,000 tonnes a year in the unexpanded base case. In practical terms, the proposed build would turn an already-producing Quebec mine into a materially larger supplier without requiring an entirely new mining complex or a separate processing site.
The target also moved higher during 2026. Elevra’s May scoping work had estimated 338,000 tonnes annually after expansion, meaning the new figure is roughly 10% higher. The company attributes the improvement mainly to better expected mill-feed grades created through ore sorting. That distinction matters because the extra output is not simply being promised through a larger mill. The production increase rests partly on improving what enters the processing plant, potentially allowing more lithium-bearing material to be recovered from each tonne handled over the mine’s operating life.
Three Stages Instead of One Giant Build
Elevra is not planning to jump directly from today’s operation to full expanded capacity. Stage 1 is designed to raise throughput to the mine’s currently permitted average rate of 4,500 tonnes per day from mid-2027. The company expects that first step to lift annual spodumene concentrate capacity by roughly 15% to 20%, using targeted upgrades rather than a wholesale plant replacement.
Stage 2 is scheduled for mid-2028 and would expand milling, flotation and filtration capacity to 6,500 tonnes per day, initially supported by a temporary mobile crushing circuit. Stage 3, targeted for completion around mid-2029, would replace temporary and existing crushing equipment with a permanent circuit and add further ore-sorting capacity. The phased design spreads spending over several years and lets production rise before the final configuration is finished. It also gives operators opportunities to learn from each expansion step before committing the entire processing chain to higher throughput levels.
Ore Sorting Has Become a Key Part of the Upside
Ore sorting may sound like a technical detail, but it sits near the centre of Elevra’s higher production forecast. The process is intended to reject more unwanted material before milling, improving the quality of feed sent downstream. Elevra says the increase from the earlier 338,000-tonne expansion estimate to 373,000 tonnes largely reflects higher expected mill-feed grades associated with sorting equipment.
Recent operations offer some evidence that feed management can materially change results. During the June 2026 quarter, North American Lithium processed 358,806 tonnes of ore and produced 54,479 tonnes of concentrate. Recovery rose to 71%, up from 66% in the prior quarter, while the company reported that ore-sorting work and blending helped deliver higher-lithium, lower-iron feed. That does not guarantee the expansion forecast, but it shows why sorting matters. At a large concentrator, small improvements in feed quality and recovery can translate into meaningful annual production gains over time materially.
The Economics Depend on Scale and Lower Unit Costs
More tonnes matter only if the mine can produce them competitively. Elevra’s study estimates life-of-mine C1 concentrate costs of C$876 per tonne across the expansion case, falling to about C$851 per tonne after the expanded operation is established. Post-expansion all-in sustaining costs are estimated at C$918 per tonne, illustrating how greater throughput is expected to spread fixed costs across more saleable concentrate.
The financial model assigns the expansion an incremental post-tax net present value of C$943 million using an 8% discount rate. It also estimates a post-tax internal rate of return of 49.9% and a 34-month payback period. Those figures are projections rather than guarantees, and they depend on commodity prices, grades, recoveries, exchange rates and construction performance. Still, they explain why a brownfield expansion can be attractive: existing roads, plant infrastructure, operating teams and mine development reduce the amount of new infrastructure needed for each added tonne of capacity.
A C$366 Million Build With Financing Already Lined Up
The initial capital estimate remains C$366 million, including C$73 million of contingency. Elevra allocates about C$92 million to Stage 1, C$101 million to Stage 2 and C$173 million to Stage 3. The company classifies the estimate at AACE Class 4, which carries a broad target accuracy range and signals that actual costs can still move as engineering and execution become more detailed.
Funding, however, is not being left entirely to future market conditions. Elevra’s May 2026 strategic financing package included a US$196 million institutional placement and up to C$145 million in convertible-note investment from the Canada Growth Fund. Federal officials described North American Lithium as Canada’s largest operating lithium mine and said the public investment was intended to support expansion and strengthen the continental critical-minerals supply chain. That financing gives Elevra more certainty than a developer still needing to raise construction capital after completing technical studies, permits and construction work.
Existing Reserves Underpin the 20-Year Mine Plan
The expansion forecast is built on reported ore reserves rather than depending on speculative exploration success. Elevra lists 47.2 million tonnes of North American Lithium ore reserves grading 1.12% lithium oxide as of June 30, 2026. Of that total, 47.0 million tonnes are classified as probable reserves and 0.2 million tonnes as proved reserves, supporting a revised mine life of about 20 years in the expanded case.
That reserve foundation is important because the company says 100% of the production target and economic analysis is underpinned by proved and probable ore reserves; inferred resources are excluded from the financial model. North American Lithium also has a larger reported mineral-resource envelope of 93.3 million tonnes grading 1.15% lithium oxide, including open-pit and underground inferred material. Those additional resources may offer future optionality, but the current expansion case does not need them to justify the published production schedule or financial returns today.
An Operating Mine Gives the Expansion a Head Start
North American Lithium is not a paper project waiting for first production. The La Corne facility restarted in March 2023 and is mining, sorting, concentrating and shipping spodumene. In fiscal 2026, the operation mined a record 1.47 million wet tonnes of ore, processed about 1.40 million dry tonnes and produced 197,967 dry tonnes of spodumene concentrate.
Performance was not perfectly smooth. Full-year concentrate output slipped 3% from the prior year as lower feed grades hurt recovery during part of the period. Yet operating metrics strengthened later in the year: plant utilization averaged 91% for fiscal 2026, recovery reached 71% in the June quarter, and May set a monthly production record of 22,202 tonnes. Those numbers matter because expansion plans depend on the existing plant becoming more consistent while new capacity is added. Brownfield projects carry construction risk, but operators are working with equipment, ore and process behavior they already know.
Quebec Wants More of the Battery Value Chain at Home
The expansion fits directly into Quebec’s broader critical-minerals strategy. The province’s 2025–2031 plan aims to strengthen exploration, production, processing and recycling of critical and strategic minerals while creating more value inside Quebec. Lithium is central to that effort because spodumene mined in the province can feed chemical conversion and, eventually, battery-material manufacturing rather than leaving the region as an isolated raw commodity.
Governments have been backing that direction with real capital. Ottawa welcomed the Canada Growth Fund’s commitment of up to C$145 million for North American Lithium, while Quebec has continued supporting lithium-processing projects such as Nemaska Lithium’s planned battery-grade hydroxide operation in Bécancour. Federal funding has also flowed to battery-material projects elsewhere in Quebec. The industrial logic is straightforward: a larger mine becomes more strategically valuable when refining, cathode materials, cells and recycling capacity are being built within the same broader regional battery supply chain over time locally.
The Global Lithium Race Is Accelerating Again
The timing matters because lithium demand is still expanding even after the market’s dramatic price cycle. The International Energy Agency reported that global battery demand grew by more than 35% in 2025, topping 1.5 terawatt-hours, while lithium demand increased by roughly 25% annually on average over the prior two years. Under stated policies, the agency expects lithium demand to rise more than threefold by 2040.
Supply security is becoming just as important as volume. China accounted for more than 80% of global battery-cell production in 2025 and around 85% of cathode-active-material production, according to the IEA. Meanwhile, lithium investment fell sharply during the downturn, with company spending down about 40% in 2025. That combination helps explain renewed interest in scalable Western assets. A Quebec mine cannot by itself rebalance supply chains, but adding dependable North American concentrate gives battery manufacturers and governments a source outside the most concentrated production hubs.
Execution Risk Still Separates a Target From Delivered Tonnes
The 373,000-tonne figure remains a forecast, not current production. Elevra identifies permitting as a critical-path constraint for the expansion, although Stage 1 can operate within the existing 4,500-tonne-per-day milling permit. Later stages require the company to complete larger processing upgrades, permanent crushing infrastructure and additional permitting while keeping the operating mine stable through construction and ramp-up.
The financial model also remains sensitive to lithium prices, foreign-exchange rates, head grades and metallurgical recoveries. The C$366 million initial capital estimate is an AACE Class 4 estimate with a stated target accuracy range of plus or minus 40%, underscoring the uncertainty that remains before final costs are known. Elevra has tried to reduce schedule risk by breaking ground in June 2026 and ordering long-lead equipment. The key test now is disciplined project execution on the ground: meeting the 2027, 2028 and 2029 milestones while preserving recovery, cost control and safety as throughput rises during every phase of the three-stage expansion program.
